Implemented in 1977, The Community Reinvestment Act has arguably been one of the most critical pieces of legislation driving capital into low and moderate income communities. On August 28, 2018 the OCC published an advance notice of proposed rulemaking (“ANPR”) that seeks public comment on ways to transform and/or modernize the CRA implementing regulations. The ANPR provided a 75-day comment period to respond, and the responses were due by Monday, November 19, 2018. The OCC indicated that the goal for issuing the ANPR was to help banks more effectively serve the needs of their communities by:
· Encouraging more lending, investment, and activity where it is needed most
· Evaluating CRA activities more consistently and
· Providing greater clarity regarding CRA-qualifying activities
Please join CREW Boston Housing and Community Development Committee for a brown bag lunch for a conversation on CRA, its history and the potential impact of regulatory reform. Discussion will be led by members Jane Adler, Brookline Bank, Amy Farrell, Citizens Bank and include remarks from Cindy Fang, Cohn Reznick, Kathy McGilvray, MHIC and Karen Kelleher, Boston LISC. Speakers will provide a quick overview of CRA, potential changes, and what those changes could mean to capital access in LMI (low- and moderate-income) communities.
